Die Weltbankgruppe mit Sitz in Washington zählt zu den wichtigsten Internationalen Finanzinstitutionen (IFI). Durch Kredite, technische Assistenz und einer Vielzahl von anderen Instrumenten unterstützt sie den nachhaltigen sozialen und wirtschaftlichen Fortschritt in Entwicklungs- und Schwellenländern. Mit ihrer Vision einer lebenswerten Welt frei von Armut und den strategischen Zielen, (i) der Auslöschung extremer Armut bis 2030 und (ii) der Steigerung des Wohlstands der einkommensschwächen Bevölkerung, trägt die Weltbankgruppe zu den nachhaltigen Entwicklungszielen (SDGs) der Agenda 2030 der Vereinten Nationen bei.

Das Bundesministerium für Finanzen (BMF) unterstützt den Einstieg von Österreicher/innen mit Interesse an einer Tätigkeit in multilateralen Finanzinstitutionen. Das Donor Funded Staffing Program der Weltbankgruppe bietet österreichischen Jungakademiker/innen die Chance, einen zumindest zweijährigen Einsatz als JPO bei der Weltbankgruppe zu absolvieren. Derzeit sucht das BMF engagierte und qualifizierte Bewerber/innen für die folgenden Position:

• JPO in der Global Unit for Disaster and Climate Risk Management, zur operativen und technischen Unterstützung dieser Einheit. Der Fokus liegt auf dem Management von Naturgefahren, Bau- und Umwelttechnik und naturbasierten Lösungen in städtischen Gebieten von Ländern niedrigen und mittleren Einkommens.

BACKGROUND

The Global Unit for Disaster and Climate Risk Management (IDURM) is a multi-donor partnership that supports low and middle-income countries to understand, manage, and reduce their risks from natural hazards and climate change. Specifically, IDURM provides financial support for technical assistance and expertise and invests in new analytics, innovative solutions, and tools to generate and share best available global knowledge that can create outcomes and impact to help improve disaster risk management and climate change adaptation operations and policies. It is part of the Global Department for Urban, Resilience and Land (GDURL) within the larger Infrastructure Vice-Presidential Unit.

Through 14 Global Technical Programs, IDURM provides grant financing and technical assistance to the most vulnerable countries and communities where there is a higher likelihood it will have positive impact and draw in larger disaster and climate resilience investments. IDURM has helped mobilize approximately $35 billion in financing since 2015 for disaster and climate resilience operations from the World Bank Group, national governments, and other development partners.

Through these actions, IDURM supports countries to implement the Sendai Framework for Disaster Risk Reduction, the 2030 Agenda for Sustainable Development, and the Paris Agreement.

DUTIES AND RESPONSIBILITIES

The overall objective of the Junior Professional Officer is to support the IDURM’s operational and technical work. The Junior Professional Officer will work closely with the Unit Manager, Operations Team, and leads of Global Technical Programs. Specific responsibilities and duties will include but not be limited to the following:

• Take stock of a variety of tools used (and being developed) at IDURM to investigate asset and population exposure and vulnerability, assess systems performance and quantify risk, and other analytical fronts that support applications to inform World Bank operations based on relevance and demand.
• Support GFDRR thematic leads and World Bank task team leads (TTLs) by providing technical advice on exposure, quantitative analysis and multi hazard risk assessments (e.g. floods, tropical cyclones) in various countries. This includes support to task teams in developing risk profiles for countries, quantitative risk modeling to inform urban planning, conducting benchmarking exercises and participating in dialogue with end clients/users.
• Support production, validation and communication to internal (TTL’s) and external partners (e.g. government counterparts) of advisory and analytical reports and other products of IDURM, such as City Scan, NBS Opportunity Scan, and GRADE.
• Monitor and seek to influence development impact created through World Bank development finance related to urban resilience, in collaboration with Technical Leads and program Monitoring and Evaluation Specialists.
• Prepare reports, presentations, and other communication materials for internal and external stakeholders and drafting of briefs for IDURM and World Bank senior management meetings.
• Assist in the review of World Bank project documents to assess technical relevance.
• Support the organization of missions, meetings, workshops, and other events and participate in missions.

Note: The selected candidate will not be assigned to programs involving their own government such as donor coordination and trust fund management.

SELECTION CRITERIA

• Master’s degree in Engineering, Data Science, Statistics, Computer Science, or another related field.
• At least 3 years of relevant experience in disaster risk management, civil and environmental engineering, particularly nature-based solutions in urban settings, or related areas. Experience in international development and disaster risk management is a plus.
• Strong conceptual and research / analytical skills with the ability to rapidly analyze and integrate diverse information from varied sources into conclusions and actionable recommendations.
• Strong programming skills in statistical tools, languages, and ML. Excellent problemsolving abilities, especially in debugging and refining code.
• Must be self-motivated and collaborative with diverse high-level internal and external stakeholders; have ability to plan and strategize roll-out new tools/products and testing plans.
• Experience working with a wide range of stakeholders, NGOs, private sector international organizations, development partners, and/or government agencies.
• Excellent written and spoken English are required; fluency in another official World Bank language is a plus.
• Excellent organizational and multi-task management skills, with attention to detail and ability to prioritize work among multiple competing demands and under tight deadlines.
