About this position

The Water and Sanitation Division of the infrastructure and Energy Sector is looking for an Associate Professional Officer (APO) Consultant under the Inter-Institutional Agreement between the government of Austria and the Inter-American Development Bank, with working experience in government agencies and local partners, and multilateral institutions on projects for both the public and private sector (desirable) to support the HydroBID Support Center (CeSH).

We are looking for a motivated, creative and collaborative APO. As APO, you will Collaborate with the Hydro-BID Support Center (CeSH) coordination and its applications on the region, including ensuring compliance with the center's objectives and goals and actively participate in the preparation, execution and evaluation of projects related to water security, climate change adaptation, extreme events preparedness and mitigation and capacity building.

You will work in HydroBID Support Center part of the Water and Sanitation Division of the Infrastructure and Energy Sector. This team is responsible for supporting IDB country members and IDB projects with capacity building programs and studies implementation with the purpose of strengthening the technical capacities of the local specialists to improve water resource management, extreme events management, and the design of resilient infrastructure, strengthening the activities already carried out by the Integrated Water Resources Management (IWRM) Group.

What you’ll do:

  • Conduct in-depth research to provide a comprehensive understanding of project contexts and prior initiatives. Systematically analyze data and information to create structured reports that highlight key insights and findings.
  • Facilitate dialogue with external clients and various sectors of the IDB to build relationships and promote collaboration.
  • Support the design and delivery of knowledge products aimed at enhancing skills and knowledge related to water security and climate resilience.
  • Prepare detailed technical documentation and reports that outline methodologies, findings, and recommendations for project stakeholders.
  • Engage in conferences, seminars, and workshops related to sharing knowledge, network with professionals, and stay updated on industry trends.

What you will need:

  • Education: Master’s degree or equivalent in Earth Sciences, Hydraulic Engineering, Environmental Sciences, Water Resources Management, Economics, Business Administration, or other fields relevant to the responsibilities of the role. The degree must have been already awarded.
  • Experience: At least 2 years of professional experience working with government agencies and local partners, multilateral institutions on projects for both the public and private sector is desirable. Understanding of projects related to water and sanitation, climate change adaptation, water resources management.
  • Language: Proficiency in both English and Spanish, spoken and written, is required. Working knowledge of a third official language of the Bank (Portuguese or French) might be a plus.

  • Technical skills: Sector Dialogue, Project Analysis and Execution, and Monitoring and Evaluation, as the role supports stakeholder engagement, and follow-up of technical cooperation activities. Also, Knowledge Management through research and documentation tasks.

Requirements:

  • Citizenship: Must be a citizen of the donor country. We will help you and your eligible dependents with relocation and the visa process.
  • Age: Be under 33 years of age as of January 1st of the year of the proposed contract start date.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouses) working at the IDB Group.
  • Be exempt from any military obligation for the contract.

Type and contract duration:

  • Type of contract and modality: Consultant / Associate Professional Officer (APO)
  • Length of contract: 24 months (2 years). The APO position will be initially for twelve (12) months, and its renewal would be contingent on performance evaluation after the first year.
